WhatsApp Business API messaging limits, explained

What the 250, 2,000 and 10,000 tiers actually count, why replies don't touch them, and how a B2B team grows its limit without a quality hit.

A WhatsApp Business API messaging limit is the number of different people your business can start a conversation with in a rolling 24 hours. New business portfolios start at 250. The limit then steps up to 2,000, 10,000, 100,000 and unlimited. It counts only template messages sent outside the 24-hour customer service window. Replies to someone who wrote to you in the last 24 hours don't count at all, and you can send as many of them as the conversation needs.

For most B2B sales teams that last sentence changes the whole picture. The limit is about cold and re-engagement messages, not about the size of your inbox.

What the limit counts, and what it doesn't

Meta's own wording: the limit is the maximum number of unique WhatsApp phone numbers your business can deliver messages to, outside a customer service window, within a moving 24-hour period (Meta docs).

Three things follow from that.

  • It counts people, not messages. Ten templates to the same buyer in a day use one slot, not ten. (Don't actually send ten.)
  • The window is rolling. A slot you used at 15:00 on Monday frees up at 15:00 on Tuesday, not at midnight.
  • The customer service window is exempt. When a person messages you, a 24-hour window opens from their last message. Inside it you can send free-form text, files and voice notes. Those messages don't count toward the limit, and since July 2025 they are also free under Meta's per-message pricing (Meta pricing).

So a team that gets 400 inbound leads a day through a click-to-WhatsApp ad and answers them all is not anywhere near a 250 limit. A team that wants to message 400 old leads who went quiet in March is.

The automatic steps work like this: once you've used at least half of your current limit over the last seven days and your messages keep a high quality rating, Meta raises the limit by one level within six hours. You don't file a request.

Two changes from October 8, 2025 matter if you read older guides (WhatsApp changelog):

  1. Limits now belong to the business portfolio, not to each phone number. Every number in the portfolio shares one pool. A support line and a sales line in the same portfolio can eat each other's capacity.
  2. The first step via a scaling path is 2,000, not 1,000. Guides that still say "start at 1K" are out of date.

You can check your current number in WhatsApp Manager, under Account tools, then Messaging limits. Trust that panel over any blog post, including this one. Meta has changed the table twice in a year.

The limits that bite B2B teams before the tier does

In practice the 250 or 2,000 cap is rarely what stops a sales team. These are.

Quality rating

Meta rates your phone number on how people responded to your messages over the past seven days, and blocks and spam reports weigh heaviest. Growth to the next tier requires a high rating. A campaign that gets reported hurts every number in the portfolio, because they now share one limit.

Per-user marketing caps

WhatsApp may cap how many marketing templates one person receives from all businesses in a period, based on how they read marketing messages and how busy their inbox is (Meta docs). The failed message comes back with error code 131049. Meta's advice is to wait at least 24 hours before trying that person again. Retrying in a loop just produces more errors.

US numbers

WhatsApp currently doesn't deliver marketing templates to US phone numbers (+1 with a US area code). If your buyers are in the US, a marketing template campaign will fail no matter what tier you're on. Utility templates and conversations the buyer starts are a different story.

How to grow the limit without burning the number

From 250 to 10,000 without a quality drop

  1. Verify the business firstBusiness verification is the fastest route to 2,000. It costs a few documents, not 30 days of sending.
  2. Start with people who know youMessage recent customers and leads who replied before. They block less, and that rating carries the whole portfolio.
  3. Use half the limit, steadilyThe automatic step needs 50% usage over seven days. 130 good sends a day beats one 250 blast and six silent days.
  4. Write templates people answerOne question, one name, no brochure. A reply opens the free 24-hour window and stops counting against the limit.
  5. Split numbers by portfolioIf support and sales must not starve each other, they need separate portfolios, not just separate numbers.

The fourth step is the one most teams skip. A template that gets a reply does double work: it improves your quality signal, and every message after it falls inside the customer service window, where there is no limit and no per-message charge.

API or the regular WhatsApp Business app?

Everything above applies to the WhatsApp Business Platform (the API). The free WhatsApp Business app on your phone has no tier table at all. It has something blunter: its spam systems watch how fast a number messages strangers and how often people block it, and a number that looks like a bulk sender gets restricted.

For B2B selling the split usually looks like this. The API suits high-volume, templated, opt-in flows: order updates, appointment reminders, campaigns to large customer lists. The app suits a salesperson's own number with a few dozen real conversations a day, where the buyer knows who they're talking to.
